I've posted a PR which restores the previous behavior of JSON being a sort-of
optional component. I like the idea of adding a {{ARROW_JSON}} option. This
would match up with how Parquet and ORC are currently handled. Would it be ok
to treat making JSON a real optional component as a separate issue?
