Resolution: Won't Fix
The 0.14.0 wheels are still available on Windows, you can install them with
{{pip install pyarrow==0.14.0}}. Hopefully there will be 0.15.0 Windows wheels
available if someone is willing to debug the issue we had with 0.14.1
