Add a ShellCommand to
https://github.com/ursa-labs/ursabot/blob/d824e6c0f20d8712e7e4029a1aa450d975a15b49/projects/arrow/arrow/builders.py#L629
Then try it via 'ursabot project run "AMD64 Debian Rust ..."' from the
projects/arrow directory. You will see the same build at the Travis page of
ursabot too.
