This was resolved in 0.15.0.

Any conda issues are something else and should be diagnosed separately, can you 
open an issue on the pyarrow-feedstock on conda-forge? 

I ran

conda create -n pyarrow-conda-test python=3.7 pyarrow -c conda-forge
{code}

and couldn't reproduce the issue locally
