Adding the GCP SDK to the project as a dependency is a much more general issue
that should probably be solved in a generic way so that the rest of the C++
project can develop against the SDK, e.g. for adding a filesystem/IO
implementation for Google Cloud Storage. I'm assuming that [#ARROW-1231] will
be given a higher priority than this issue, and if the plan is to figure out
the GCP SDK dependency story in that issue, then that issue should probably be
considered a prerequisite for this one.
