Description: I discovered this while running the release verification on
Windows. There was an obscuring issue which is that if the build fails, the
verification script continues. I will fix that (was: The command used to
execute the tests is {{ctest -VV || exit /B 1}}. Here are the errors I see

The unit tests are not built for some reason despite {{ARROW_BUILD_TESTS=ON}}
and {{ARROW_DATASET=ON}}.)
