Add a {{vcpkg.json}} manifest file to the {{cpp}} project root to enable easy
one-liner installation of build dependencies with {{vcpkg}}:
{code:java}
vcpkg install --clean-after-build --triplet x64-windows --x-manifest-root
C:\path\to\arrow\cpp {code}
