In https://arrow.apache.org/docs/developers/crossbow.html , there are many
references to running {{crossbow.py}}. These should be updated to showcase
{{archery crossbow}} instead.
Also, it would be nice to mention that you can submit jobs from Github PR
comments using {{@github-actions crossbow submit ...}}
