In https://github.com/apache/arrow/pull/11577 we added a clang sanitizer. We
should upstream the ci/docker/r-fedora-clang-devel-san dockerfile to [rhub's
builders|https://github.com/r-hub/rhub-linux-builders] and replace our
references to it.
