### Describe the bug, including details regarding any error messages,
version, and platform.
I had an issue when signing binaries locally executing:`$
dev/release/05-binary-upload.sh 16.0.0 0`
I am not entirely sure if it's due to my locale settings or due to my GPG
key containing non-ASCII characters.
