### Describe the bug, including details regarding any error messages,
version, and platform.
os: macos 11.7.10 (20G1427)
python: 3.9.7
pyarrow: 16.0.0
when I use pq.read_table with decryption_properties parameter, I get the
following error。
And I can use pq.ParquetFile with decryption_properties to read same
encrypted file.
