   We've started getting this on at least the minimal libarrow check (possibly 
alsewhere):

   We should probably ask INFRA to add quarto-dev to the approved list, but we 
might also be able to force this to _not_ install (I'm not sure it's needed, 
and I'm a little surprised it's suddenly started being installed(?) or if there 
was a change elsewhere? We are using v2 of the r-lib actions, so that shouldn't 
have changed!
