### Describe the enhancement requested Windows on ARM64 is becoming a more popular platform and infrastructure surrounding it such as https://github.blog/changelog/2025-04-14-windows-arm64-hosted-runners-now-available-in-public-preview/ enables us to start supporting PyArrow on Windows ARM64. A pre-requisite for this is supporting C++ on Windows ARM64, including in CI.
