In https://github.com/r-lib/vctrs/pull/2101 we are going to remove support for `partial_factor()` and `partial_frame()`, some experimental vctrs ideas that never really panned out. nanoarrow seems to refer to partial types in a few places, but they don't look critical. If you could please remove those, that would help us out a lot!
