### Describe the bug, including details regarding any error messages, version, and platform. It seems that, when writing an IPC schema, we always write out the host's endianness regardless of what the `Schema` object says, while the read side does populate the `Schema`'s endianness. Contrast the read side that reads endianness from Flatbuffers and stores it on the `Schema` object: https://github.com/apache/arrow/blob/1044022d596cc334eb5662959fbea0120590b623/cpp/src/arrow/ipc/metadata_internal.cc#L1464-L1468 with the write side that ignores the `Schema`'s endianness and itself writes out the host's endianness: https://github.com/apache/arrow/blob/1044022d596cc334eb5662959fbea0120590b623/cpp/src/arrow/ipc/metadata_internal.cc#L972-L974 ### Component(s) C++ -- This is an automated message from the Apache Git Service.
