### Describe the bug, including details regarding any error messages,

Manylinux-2-28 wheel tests are failing for a while now with:
```
#10 50.65 No match for argument: ninja-build
#10 50.65 No match for argument: vala-devel
#10 50.66 Package which-2.21-21.el8_10.x86_64 is already installed.
#10 50.68 Error: Unable to find a match: ninja-build vala-devel
```
