For immutable releases we required the usage of draft releases, see the changes: - https://github.com/apache/arrow/pull/48059 The draft releases don't use the pattern we have used for downloading artifacts which we expect to be: `https://github.com/apache/arrow/releases/download/apache-arrow-X.Y.Z-rcW` Once the release is published the URL matches our previous expectations. ### Component(s) Release -- This is an automated message from the Apache Git Service.
