If you go to the GitHub releases:
https://github.com/apache/arrow/releases
The draft releases that haven't been published (bad RCs) appear at the top
of the page instead of being ordered by date:

Published Release Candidates appear ordered by date:

I think we should just remove the draft release candidate GitHub releases
once we release but leave the published RC.
