   ### Describe the enhancement requested
   
   The developer PR workflow automatically converts pull requests with invalid 
titles to drafts (#50467) and posts a guidance comment. 
   
   The current message explains the required title format, but it doesn't 
explicitly state that the pull request was converted to a draft because of the 
invalid title or that the title should be corrected before marking the pull 
request as ready for review.
   
   This can be unclear to contributors, who may manually mark the pull request 
as ready for review without first updating the title.
   
   It would be helpful if the guidance comment explicitly explained why the 
pull request was converted to a draft and instructed contributors to fix the 
title before marking it as ready for review.
