### Describe the bug, including details regarding any error messages, version, and platform. Malformed sparse tensor indices are not rejected when reading IPC data and converting sparse tensors to dense tensors. Improve validation for compressed sparse tensor formats, including index bounds, pointer consistency, and CSF axis ordering.
