### Describe the bug, including details regarding any error messages,
version, and platform.
The Linux JNI jobs (x86_64 and aarch64) of the `RC` workflow fail while
installing Archery:
pip install -e '/arrow/dev/archery[all]'
Python < 3.11 is not supported
This breaks the nightly run on `main` (since 2026-10-09) and every pull
request (since Arrow 26.0.0 was released on 2026-10-09; for example run
38136564716).
Cause:
- apache/arrow dropped Python 3.10 (apache/arrow#50411). Archery now
requires Python >= 3.11, which is the case in Arrow `main` (used by the nightly
run) and in the 26.0.0 release (used by pull requests through
`ci/scripts/download_cpp.sh`).
- apache/arrow's `cpp-jni` image now puts `/opt/python/cp311-cp311/bin`
first on `PATH` (rebuilt on 2026-10-02 after apache/arrow#51666).
- Our `vcpkg-jni` image
(`ghcr.io/apache/arrow-java-dev:<arch>-vcpkg-jni-<VCPKG>`) is built on top of
that image, but is tagged only with the vcpkg pin, which has not changed.
`docker compose run vcpkg-jni` therefore pulls the image published on
2026-08-14, which still has `cp310` first on `PATH`. Nothing rebuilds it,
because it is only pushed after a successful run on `main`.
Related: #875 (same kind of failure for Python 3.9 -> 3.10), #1313.
