Recently, there has been a surge of first-time contributors submitting
low-quality PRs, often generated almost entirely by AI agents. This creates
unnecessary clutter and increases the review burden on maintainers.

We could introduce automated checks to address this.

   ### Proposed Changes

   **1. AI Disclosure Enforcement**
   - If AI disclosure sections are missing or incomplete, automatically convert
the PR to Draft and ask the contributor to complete them.
   - If both authorship and review are marked as AI-only, automatically close
the PR.
   - AI-assisted contributions with human input should remain unaffected.

**2. Limit Concurrent PRs from First-time Contributors**
   - Initially restrict first-time contributors to one open PR at a time.
   - If they attempt to open another PR while their existing PR is still open,
automatically close the new PR.
   - Once their first PR is merged, lift this restriction and allow them the
standard limit of **3 concurrent open PRs**.
   - Existing contributors and maintainers should be exempt.
