### Describe the enhancement requested
Proposal to have:
- CI on `workflow_dispatch` that can be triggered to generate RPM installers
for developers in different distros. Raising this GitHub issue to see what it
can look like.
Rationale: we currently have macOS and MSI ODBC installers for developers in
CI, and having a Linux ODBC installer generated in CI would also be helpful for
developers to test on their local Linux environment. The process for Linux
would be more complicated than macOS/Windows because Linux installers need to
be built in each target distro.
The reason for making CI triggered by `workflow_dispatch` instead of on
`push` is because building RPM installers for all supported Linux distros would
be costly.
