   ### Describe the enhancement requested

   A fresh `git clone` followed by `go test ./...` fails in a few packages
   (`arrow/csv`, `parquet`, `parquet/file`, `parquet/pqarrow`) because their
test data lives in the `arrow-testing` and `parquet-testing` git submodules,
which a plain clone does not fetch. Some tests panic with "please point the
PARQUET_TEST_DATA environment variable to the test data dir"; the csv tests
fail with `unable to find file "../../parquet-testing/data"`.

The fix is `git submodule update --init` plus setting `ARROW_TEST_DATA` and
   `PARQUET_TEST_DATA` (as `ci/scripts/test.sh` does), but CONTRIBUTING.md and
   the README don't mention it.

I'd like to add a short "Running the tests" section to CONTRIBUTING.md
covering `--recurse-submodules` / `git submodule update --init` and the two
env vars. I have the change ready and can open a PR.
