### Describe the bug, including details regarding any error messages,
version, and platform.
Arrow libs can be removed from Linux ODBC RPM installer dependency, because
the ODBC library .so file links to the Arrow libraries statically. I have
verified locally on docker.
After this GH issue is done, users will be able to install ODBC library with
just the rpm and `epel` enabled on a Linux machine.
Example command on AlmaLinux 9:
```
docker exec odbc-al9 dnf install -y epel-release
docker exec odbc-al9 dnf install -y
/tmp/arrow2700-flight-sql-odbc-libs-27.0.0-0.dev20261105.el9.aarch64.rpm
```
Output:
