### Describe the enhancement requested I think there are two things that could be improved to reduce CI cost: 1. `Package Linux` builds installers that aren't related to the package being changed. Would be nice if we can select the packages to be built (e.g., select `Arrow Flight` so other packages such as `Parquet` aren't build). 2. `Package Linux` builds for all distros, when developers are not trying to test all of them.
