Summary: Remove Locks for Crons

All of the cron operations: create, update, delete are atomic and therefore do
not need a lock created. Therefore locks should not be created for crons.
Removing these locks means users will not have to run {{aurora job
cancel-update}} to deal with failed creates or updates.
