The scheduler only requires a {{STARTING}} transition within
{{-transient_task_state_timeout}} of launching the task, and a terminal
transition within the same duration after issuing
{{SchedulerDriver#killTask()}}. The scheduler is ignorant of everything else
(including health checks, and knobs related to task health).
