As a user and operator of an Aurora cluster, I am interested in the job uptime
percentiles and the aggregate cluster uptime percentage not only for production
jobs, but also for our non-production jobs.
*Acceptance Criteria:*
* compute medians, job uptimes and aggregate platform uptimes for
non-production jobs
* ability to enable/disable non-prod metrics on a fine granular level in order
to control the impact on scheduler performance and memory consumption
