Summary: Publish nightly and release packages for major operating

Now that deb and rpm package tooling has landed we should aim to publish
official packages for releases and nightly builds. I suggest creating docker
images which can produce the artifacts reliably and getting the apache jenkins
infrastructure to produce the packages.
Once the packages have been built we can use bintray or a similar service to
host the files for us.
