I am not sure I understand this comment. Wouldn't it be the responsibility of 
the QoS controller to kill the BE task once the production task was scheduled? 
Scheduling the latter should always be possible as revocable and unrecoverable 
resources are tracked (and offered) separately be the master.

(I only have a somewhat superficial understanding of the new Mesos feature)
