Would the UI still show the quota consumed for prod jobs even if it's 
dedicated? Even though the box is dedicated, this quota consumption value is 
very useful for calculating the cost of service even if it's running in a 
shared pool.  

I think it's better to show dedicated prod consumption and non-prod consumption 
in the UI in addition to the current consumption info. If we can also show the 
% of resources consumed on the dedicated box, it would clearly indicate how 
much resources are going unused to the service owner. Since the dedicated info 
will only be shown if the role has dedicated jobs, the UI will be unaffected 
for most roles.
