[~wfarner] https://reviews.apache.org/r/42126 is a prototype of the new
interface used to allocate resources from the offer with correct role
information. If we could agree this seems like the correct decision, I'll
finish it with the leftover work (command line option of specifying role, clean
up of replaced code, more testing, etc).
