Once [~jsirois] releases 0.12 we can safely bump the mesos dep to 0.26 for 0.13.
Also a framework linked against 0.25 can use mesos 0.26 via the mesos -1/+1
support policy. I support a cluster that is already running Aurora master
against Mesos 0.26 which has disk quota enforcement enabled.
I think this ticket more tracks removing our custom disk quota enforcement code.
