Noting planned parts including the completed one above:
1 extract a {{SingletonService}} interface
2 will be adding a Curator impl of {{SingletonService}}
3 will be adding plumbing to use the new impl behind a flag
... and 4 will be gutting the flag and the commons impl if production testers
successfully vet.
