Jake - I wanted to point out 0.13.0-rc1 has already "been cut":

$ git tag -l | grep 13
rel/0.13.0-rc1

This was by me while messing up 0.12.0 rc's. Since the {{rel/}} refs are now
protected refs by Apache infra, I couldn't delete the tag.
So just a heads up - that should you need to go beyond 0.13.0-rc0, you'll need
to skip 0.13.0-rc1.
