feature a state diagram in the form of an

that needs to be updated. We no longer seem to own the source from which the
diagram has been generated.
* Recreate task lifecycle state diagram (preferably using an online diagraming
tool) and its new source to the project.
* Update diagram and add missing states ({{DRAINING}} and {{THROTTLED}}) and
transitions.
* Remove caption "Please note, a couple of task states described below are
missing from this state diagram."
