{{OfferQueueImpl}} currently uses iteration as a workaround to avoid multiple
indices on the queue contents. In large clusters, this can cause handling
resource offers to show up as the top CPU consumption due to the rate of
incoming offers. Improve this by adding indices on all appropriate fields.
