Summary: Create UIDs for Jobs

Jobs should have UIDs, and tasks should inherit the JobUID of the job from
which they were spawned. We could optionally also deprecate task UIDs and
instead have (job UID, task name, replica) be a stand-in task UID.
N.B.: This was filed in September 2011 and much has changed since then, but the
sentiment stands.
