Right now the scheduler injects rack diversity constraints for every production
job. This can be really bad e.g. if you submit a job with 2000 instances in a
datacenter with 200 racks as it will cause 1800 of the instances to be
impossible to schedule.
Ideally this should be moved into the client and be configurable/pluggable.
