For the twitter internal version of clientv2, we need to be able to setup a
socks tunnel to allow the client to talk to the production environment. This
requires some initialization code to be run before the client commands. It's
likely that similar things will be required in other environments.
To make this possible, we should add a simple plugin architecture, that allows
configuration components to be registered, and run their code before the
commands.
