Aurora SLA commands are currently calculating uptime from the moment a task
gets into STARTING state. This is prone to inaccurate measurements in case
sandbox initialization takes longer to complete.
Change the JobUptimeSlaVector to count uptime from the moment a task enters
RUNNING state.
