    Description: 
There's currently a hook system that allows us to specify customizations like 
policy actions in configurations. They only work when the hooks are explicitly 
declared and enabled in the jobs configuration file. 

For policy actions, there are some hooks that should be mandatory. For example, 
in a production setting, allowing users to kill jobs can be dangerous. An 
organization might want to have a system where a job can't be killed without 
acquiring a special lock.
