This is similar to https://issues.apache.org/jira/browse/MESOS-1196, but for
AURORA.
To facilitate setting up CI for incubator-aurora repository, we should create
annotated tag at the beginning of each release.
This is follow up to

Can you,
a) create one based on this hash 19e087509cfd6c86c9928ca6c8e8b40068a64f39,
wherein master was pointed to 0.5.0 release?
b) document the step to create annotated tag at beginning of every release
c) document the step to create lightweight tag for every RC release
