Right now the scheduler exports general counters for preemption attempts that
don't break out production vs. non-production attempts. Since the preemptor
currently has no action available when asked to preempt a nonproduction task,
it will show a 100% failure rate. Export counters for preemptions attempted in
favor of production tasks and their successes and failures.
