{{com.twitter.common:application-module-http}} brings along a large number of
dependencies (it's the only dependency on scala), and presents a layer that
makes it difficult for us to control the startup of jetty. We could
reimplement it with relatively little effort, which will likely become
necessary when we want to directly control the jetty server lifecycle.
