While we're at it, should we rename

apache/aurora/

to
{noformat}
apache_aurora/
{noformat}
The current protocol for namespace packages requires each package that has an
apache/ directory to declare itself as a namespace package and I'm not sure we
have a claim to ensure that with the top-level apache package.
