As I was checking out scheduler logs (for an unrelated issue) I noticed that
there were several slaves that were unable to launch a gc_executor because the
offer was too small.
This has been a concern in the past if we cannot keep track of which hosts are
able to have gc_executor runs or not. Although mesos' reconciliation should
help us here, we should support the gc_executor while it's still in use.
