Summary: modify release process to publish versioned docs to
apache website

The apache aurora website should have list all documentation for each released
version of aurora. Similar to how https://docs.python.org/2/ has a drop down
in the top left where you can select docs from 2.6, 2.7.8, 3.2, etc.
