Added an updated patch `AURORA-850.diff` which includes simplified rake tasks,
and an updated README file that explains tagging documentation along with other
helpful context for updating the website overall.
[~jfarrell] simplifying things sounds great, and there is AURORA-849 that
addresses that. In this case, publishing docs is dependent on middleman which I
don't think we want as a dependency for the release script so perhaps it's best
to keep them separate.
This is a good first step toward automating this; we can make further
improvements in the future.
